4.4 Stakeholder analysis

Stakeholder analysis is used to identify all groups that affect the operation of the project.

You may want to ask the following questions:

• Who benefits / uses the service / solution / output provided by the project?
• Are there stakeholders who are in practice (e.g. state, municipality, police, taxpayer etc ..)
• Think about who can represent a wider stakeholder if necessary?
• Are there major differences in the internal needs of one stakeholder?
• Does it make sense to split a defined group into parts?
• Is any stakeholder harmful from a service perspective?
• What are the motivational factors for each stakeholder?
